Captain Fear leaves Batman in an escapable trap, facing the deadly currents of the Gotham River.

Batman is tied to a buoy and trying to escape (without his utility belt), while Robin is trying to track him down, using the signal which is being transmitted from Batman's utility belt. All of this is more than half the issue, the other half is Robin taking on the guys with Batman's utility belt, and Batman freeing himself and meeting up with Robin just as he needs help.
